MANDATORY AGREEMENT: These terms are non-negotiable. Residence in protected zones, passage through checkpoints, possession of Authority documents, and use of any Authority service constitutes binding acceptance of all terms outlined below. There is no alternative. Refusal equals zone expulsion.
1. Acceptance of Terms
By existing within Authority-controlled territories, you automatically and irrevocably agree to:
- All current and future Authority policies, regulations, and directives
- Immediate compliance with all Authority orders
- Complete and permanent submission to Authority jurisdiction
- Acknowledgment that Authority decisions are final and not subject to appeal
- Waiver of all rights not explicitly granted by The Authority
2. User Obligations
2.1 Truthfulness Requirement
You must provide only accurate and truthful information to The Authority at all times. False or misleading information may result in:
- Immediate document revocation
- Permanent travel ban
- Criminal charges (Document Fraud Act - up to 10 years detention)
- Fines up to $25,000
- Forfeiture of all assets
Note: "Truthfulness" is determined solely by Authority personnel. Your perception of truth is irrelevant.
2.2 Document Compliance
You must:
- Carry valid Authority-issued identification at all times
- Present documents immediately upon Authority request
- Maintain documents in readable condition (excessive wear may be considered tampering)
- Report lost or stolen documents within 24 hours
- Never allow others to use your documents
- Never possess, create, or distribute forged documents
Penalty for non-compliance: Detention, interrogation, document revocation, and possible zone expulsion.
2.3 Checkpoint Cooperation
When approaching any Authority checkpoint, you must:
- Follow all posted instructions and officer commands
- Answer all questions truthfully and completely
- Submit to all inspections (personal, vehicle, cargo)
- Remain calm and compliant (nervousness may be interpreted as suspicious behavior)
- Never question officer decisions or procedures
- Accept all delays without complaint
Warning: Argumentative or non-compliant behavior will result in denial of passage and potential detention.
2.4 Prohibited Activities
The following activities are strictly prohibited and carry severe penalties:
- Criticizing The Authority or its personnel (verbally or in writing)
- Organizing unauthorized gatherings or protests
- Attempting to circumvent checkpoint procedures
- Forging or altering Authority documents
- Assisting others in evading Authority regulations
- Spreading misinformation about Authority policies
- Recording or photographing checkpoint operations without permission
- Interfering with Authority surveillance systems
3. Authority Powers
3.1 Unlimited Discretion
The Authority reserves the right to:
- Deny or revoke documents for any reason or no reason
- Modify policies without notice or explanation
- Detain individuals for questioning (no time limit)
- Conduct searches without warrant or cause
- Monitor all communications and activities
- Relocate individuals between zones as deemed necessary
- Confiscate property without compensation
3.2 Emergency Powers (Permanent)
The Authority operates under perpetual emergency status (established 2041). Emergency powers include:
- Suspension of normal procedures without warning
- Mandatory curfews and travel restrictions
- Forced labor assignments
- Property requisition
- Summary detention and interrogation
- Lethal force authorization for security threats
Legal Basis: "Emergency powers remain in effect until The Authority determines the emergency has concluded." Current Status: Ongoing (indefinite).
3.3 Zone Expulsion
The Authority may expel any individual from protected zones at any time. Reasons include but are not limited to:
- Security risk assessment (no explanation required)
- Resource capacity limitations
- Non-compliance with regulations
- Association with flagged individuals
- Unexplained behavior patterns
- Administrative convenience
Expulsion Process: Immediate. No appeal. No compensation for property or assets left behind.
4. No Warranties or Guarantees
The Authority provides services "as is" without any warranties:
- NO guarantee of safety: Zone residence does not guarantee protection from threats
- NO guarantee of accuracy: Document verification systems may produce errors
- NO guarantee of fairness: Checkpoint decisions are final regardless of accuracy
- NO guarantee of service: The Authority may suspend services at any time
5. Limitation of Liability
The Authority is NOT liable for:
- Wrongful detention or arrest
- Property damage or confiscation
- Injury or death at checkpoints
- Economic hardship caused by document denial
- Family separation due to zone restrictions
- Errors in documentation or database records
- Consequences of surveillance or data breaches
- Any other damages, losses, or harm resulting from Authority actions or inactions
Legal Immunity: The Authority and its personnel are immune from all liability under the Protection of Governance Act 2042.
6. User Responsibilities
6.1 Self-Sufficiency
You are responsible for:
- Understanding all Authority regulations (ignorance is not a defense)
- Maintaining valid documents (renewals are your responsibility)
- Planning travel with sufficient buffer time for delays
- Financial costs of all documents and fees
- Consequences of your checkpoint decisions
6.2 Reporting Requirements
You must immediately report:
- Changes to personal information (address, employment, marital status)
- Suspicions of document fraud (including your own documents if uncertain)
- Knowledge of unauthorized activity by others
- Lost or stolen documents
- Any contact with non-Authority controlled territories
Penalty for failure to report: Complicity charges, up to 5 years detention.
7. Fees and Costs
All Authority services require payment of published fees. Additional fees may be added at any time:
- Processing fees are non-refundable even if applications are denied
- Expedited services (if available) cost additional 200-500%
- Replacement documents cost 50% of original fee
- Appeal fees ($500+) are required even though appeals are rarely granted
- Late renewal penalties (50% surcharge per month)
Non-Payment: Results in document revocation, travel ban, and potential detention.
8. Surveillance and Monitoring
By using any Authority service or facility, you consent to:
- Continuous video and audio surveillance
- Recording of all interactions with Authority personnel
- Behavioral analysis and risk scoring
- Indefinite retention of all surveillance data
- Use of surveillance data in any proceedings against you

9. Minors
Children are subject to the same terms as adults:
- Parents/guardians cannot refuse compliance on behalf of minors
- Minors may be detained separately from parents if deemed necessary
- Age is not a defense for non-compliance
- Minors age 14+ are fully responsible for their own document compliance
10. Governing Law
These terms are governed by Authority Law, which supersedes all previous legal systems. You agree that:
- Authority decisions are final and not subject to external review
- No civilian courts have jurisdiction over Authority matters
- Appeals are internal and discretionary
- Precedent does not apply (each case decided independently)
11. Severability
If any provision is found unenforceable, the remaining provisions remain in full force. However, Authority Law is supreme and no provision can be found invalid.
12. Entire Agreement
These terms, together with all Authority regulations, directives, and policies (published or unpublished), constitute the entire agreement. You are responsible for knowing all rules even if not publicly posted.
13. Modifications
The Authority may modify these terms at any time without notice. Modifications take effect immediately upon implementation. Your continued existence in protected zones constitutes acceptance of all changes.
14. Termination
The Authority may terminate your access to services (and zone residence) immediately without cause or notice. You have no right to termination - you must comply until The Authority revokes your privileges.
15. Acknowledgment
FINAL BINDING ACKNOWLEDGMENT:
By accessing this website, possessing Authority documents, passing through checkpoints, or residing in protected zones, you acknowledge that:
- You have read and understood these terms
- You agree to all terms unconditionally
- You waive all rights except those explicitly granted by The Authority
- You accept that Authority decisions are final
- You consent to all surveillance, monitoring, and data collection
- You understand penalties for non-compliance
- You have no alternative except zone expulsion and exposure to the Scorched Belt
