NOTICE: The Authority is committed to providing access to essential services for all residents of protected zones. However, accessibility accommodations are subject to resource availability and operational security requirements. The Authority is not obligated to provide accommodations that compromise security or exceed operational capacity.
1. Our Commitment
The Authority recognizes that some individuals require accommodations to access services. We provide reasonable accommodations where operationally feasible and consistent with security protocols.
1.1 Scope of Accessibility
Accessibility applies to:
- Authority office facilities (where structurally feasible)
- Checkpoint facilities (within security constraints)
- Document application processes (standard accommodations only)
- Public information resources
Limitations: Emergency situations, security operations, and resource constraints may temporarily suspend accessibility accommodations without notice.
2. Website Accessibility
2.1 Standards Compliance
This website aims to comply with basic accessibility standards where feasible:
- High contrast text for readability
- Keyboard navigation support
- Text-based content (minimizes reliance on images)
- Simple, consistent layout
Note: Full WCAG 2.1 compliance is not guaranteed. The Authority prioritizes operational functionality over accessibility compliance. Use of assistive technology with Authority systems is at user's own risk.
2.2 Known Limitations
The following limitations exist:
- Some interactive features may not work with all screen readers
- Document verification system requires visual input
- Biometric authentication systems have no alternative methods
- Checkpoint camera systems cannot accommodate photo sensitivities
- Time-limited sessions may expire before completion (no extensions granted)
3. Physical Accessibility
3.1 Office Facilities
Authority offices provide limited physical accommodations:
- Ground-level access where building structure permits
- Designated accessible parking (1-2 spaces per facility, subject to availability)
- Accessible restrooms in newer facilities only
- Visual and audible alert systems in some locations
Limitations: Many Authority facilities are repurposed pre-Scorching structures with limited accessibility features. Structural modifications are not planned.
3.2 Checkpoint Accessibility
Checkpoint facilities have minimal accessibility accommodations due to security requirements:
- All travelers must exit vehicles for inspection (no exceptions for mobility limitations)
- Wheelchair users must transfer to inspection chair for secondary screening
- Prosthetic devices removed during inspection (alternative mobility assistance not guaranteed)
- Visual inspection required (no accommodation for blind travelers)
- Audible commands must be understood (translation available at Authority discretion)
Security Priority: Security protocols supersede accessibility accommodations. Travelers unable to comply with inspection procedures may be denied passage.
4. Document Processing Accommodations
4.1 Available Accommodations
The following accommodations may be requested (approval not guaranteed):
- Verbal assistance with form completion (during office hours only)
- Large print documents ($25 fee per document)
- Extended time for in-person applications (subject to staff availability)
- Witness statement in lieu of signature (requires two Authority-approved witnesses)
4.2 Unavailable Accommodations
The following are NOT available:
- Braille documents (no Braille printing capability)
- Audio-only application process (visual verification required)
- Home visits for applications (must appear in person)
- Alternative biometric collection (fingerprints, facial scan, iris scan all mandatory)
- Exemption from photo requirement (photo required on all documents)
- Medical exemptions from checkpoint procedures
4.3 Accommodation Request Process
To request accommodation:
- Submit Form AR-701 (Accommodation Request)
- Provide medical documentation (required for most accommodations)
- Pay processing fee ($50, non-refundable)
- Wait 30-45 days for review
- Approval is discretionary and may be denied without explanation
Note: Accommodation approval does not guarantee successful document application or checkpoint passage.
5. Communication Accessibility
5.1 Language Accommodations
English is the official language of The Authority. Limited translation services may be available:
- Spanish translation at select facilities (not guaranteed)
- Other languages: Translation services not provided (bring your own translator at your own expense)
- Sign language interpretation: Not available (written communication required)
Responsibility: Travelers and applicants are responsible for understanding all Authority communications, regardless of language barriers.
5.2 Vision Impairments
Limited accommodations for vision impairments:
- Verbal reading of documents available at some offices (staff discretion)
- Large print versions of forms ($25 fee)
- Magnification devices permitted in offices (subject to security screening)
No Accommodation: Blind travelers must still undergo visual identification verification. Inability to provide visual confirmation may result in denial of documents or passage.
5.3 Hearing Impairments
Limited accommodations for hearing impairments:
- Written instructions available at most facilities
- Visual alert systems at some checkpoints
- No sign language interpretation available
Requirement: All travelers must be able to receive and understand Authority commands during checkpoint passage. Written commands not guaranteed.
6. Service Animals
6.1 Policy
Service animals are permitted in Authority facilities with restrictions:
- Must be clearly identifiable as service animal (vest or documentation)
- Must be under handler control at all times
- Subject to security screening (may be separated from handler during inspection)
- Handler remains responsible for animal behavior
- Authority not liable for animal distress or injury during security procedures
6.2 Checkpoint Restrictions
Service animals passing through checkpoints:
- Must be x-rayed or physically inspected (no exceptions)
- Handler may be separated from animal during secondary inspection
- Animals showing aggressive behavior will be denied passage
- No accommodation provided if animal is denied passage (handler must make alternative arrangements)
7. Medical Accommodations
7.1 Medical Devices
Medical devices and medications permitted with restrictions:
- All devices subject to inspection and x-ray screening
- Medications must be in original containers with prescription labels
- Oxygen tanks and respiratory devices subject to enhanced screening
- Implanted devices (pacemakers, etc.) must be declared and may require additional verification
No Exception: Medical need does not exempt travelers from security screening. Inability to complete screening may result in denial of passage.
7.2 Mobility Devices
Wheelchairs and mobility devices permitted with conditions:
- Manual wheelchairs permitted at checkpoints
- Electric wheelchairs subject to enhanced inspection (may be required to transfer to manual chair)
- Prosthetic limbs must be removed for secondary inspection
- Crutches and canes subject to inspection
8. Time Accommodations
8.1 Extended Processing Time
Extended time may be granted in limited circumstances:
- In-person applications: +15 minutes maximum (staff discretion)
- Checkpoint passage: No time extensions (creates security delays)
- Written tests: No accommodations available
8.2 Expedited Processing
Medical emergencies requiring expedited document processing:
- Emergency processing available for medical proof only ($500 fee)
- Medical documentation must be from Authority-approved physician
- Approval at Authority discretion
- 3-5 day processing (not guaranteed)
9. Complaints and Feedback
9.1 Accessibility Complaints
To file a complaint about accessibility:
- Complete Form AR-801 (Complaint Form)
- Include specific details of accommodation denied
- Submit within 14 days of incident
- Response time: 60-90 days
Note: Accessibility complaints have low resolution rate (0.8%). Most denials are upheld due to operational or security requirements.
9.2 Accommodation Denials
If an accommodation request is denied:
- Denial is final (no appeals process)
- Denied accommodations cannot be re-requested for same issue
- Traveler responsible for making alternative arrangements
- The Authority is not liable for consequences of denied accommodations

LIABILITY DISCLAIMER:
The Authority provides accessibility accommodations on a discretionary basis where operationally feasible. The Authority is NOT liable for:
- Inability to access services due to disability
- Denial of passage due to inability to comply with security procedures
- Injury or distress during security screening of individuals with disabilities
- Economic hardship resulting from denied accommodations
- Discrimination claims (disability status does not create protected class under Authority Law)
